Structural Network on Benchmarking (SNB)

The Task Force on Benchmarking Impact, Effectiveness and Efficiency (BIEE) was set up to gain a combined insight in innovation agencies’ impact, effectiveness and efficiency.
In order to fulfil TAFTIE’s ambition to demonstrate the added value of innovation agencies to society, it is important to understand and demonstrate how the policies these agencies implement have an impact.
The main purpose of this project is to learn from each other and improve the agencies’ impact.
A comparison or benchmark between the agencies in the Task Force would contribute to joint policy learning.

In June 2015, the Taks Force was transformed into the Structural Network on Benchmarking (SNB).

In November the third Benchmark report was published,

The Network has developed two parallel working lines: one is the joint reflection on monitoring systems, the other is the preparatory work for the structural report 2020. The first working line (in which 11 TAFTIE agencies participate and TAFTIE International Partner NEDO) has resulted in a conclusion report: Monitoring systems in TAFTIE Agencies: outcome and impact indicators. The objective of this report is to identify and review existing monitoring activities and databases used by the agencies and to present the challenges and opportunities they face towards evidence based decision-making models. Mutual learning between the agencies was in the focus of this exercise. 

The second working line (with 17 Members being involved) resulted in new output indicators and a pilot on outcomes, as stated in the SNB2020 Mini-report. Moreover, this document includes an overview of participating agencies and programs, in order to understand the context of the common set of indicators.

2018

In its Meeting on 7th June 2018, the Taftie Board approved the second Benchmark report Towards a comparative overview of innovation programmes in Europe 2015- 2016
The report summarises the main findings of the second benchmark of standard indicators on innovation prorgammes managed by innovation agencies. The report is prepared with the ambition to set up a comparative benchmark of selected innovation programs. The benchmark summarises key input and output indicators (like, for instance, budget, grants, beneficiaries and participants) of four types of instruments aimed primarily at business enterprises (R&D grants, cooperative grants, innovation vouchers and competence centres schemes).

2016

In November the Board approved the Benchmark report 2012-2014 Towards a comparative overview of innovation programmes in Europe

The report summarizes the main findings of a benchmark of standard indicators on innovation programs managed by innovation agencies. It is initiated as pilot project by fourteen Taftie member innovation agencies with the ambition to set up a comparative benchmark of the innovation programs they manage. The benchmark summarizes key input and output indicators (like, for instance, budget, grants, beneficiaries and participants) of four types of instruments aimed primarily at business enterprises (R&D grants, cooperative gents, innovation vouchers and competence centre schemes).
